What connection is there between the Local Governance
Support Programme and Project Consolidate?
The LGSP should be seen as being located centrally within the context
of Project Consolidate. The LGSP objectives – performance improvement
and revenue enhancement – are also priority areas of Project Consolidate. Among
the 23 municipalities chosen to participate in the LGSP, almost 50% are also
involved in Project Consolidate, and when targeting support for these municipalities,
the LGSP mirrors the modus operandi of Project Consolidate to avoid confusion
as far as possible. It focuses on the key areas identified by Project
Consolidate, and adopts the same “learning-by-doing” approach.
Is there duplication of effort between the various
support programmes?
The LGSP is not intended to duplicate any existing programmes at the municipalities,
and the senior management team at each municipality should be coordinating
efforts to ensure that the best use is made of the support available.
How will municipal action plans be integrated with
daily processes at the municipalities so as to ensure that the effort does
not cease at the end of the project?
The LGSP does not intend to impose its ideas on the municipalities, but hopes
that they will find the LGSP’s methodologies sufficiently useful and
successful to encourage municipal staff to tackle future problems in the same
way.
What is the role of the Service Delivery Facilitator
in a support programme such as this?
The SDF has a tremendously important role to play in ensuring that the programme
remains relevant and on track, and that staff are not distracted unduly from
their day-to-day functions.
How does targeted support deal with the different
requirements of rural and urban areas?
The LGSP follows a common methodology for dealing with a particular
problem, but the specific requirements of rural and urban areas will lead to
different implementation and localised support. While the
areas for targeted support appear very generic, the detailed action plans of
each municipality are separate and individual and are dealt with as such.
What form does the targeted support take?
Support is provided via workshops and by hands–on mentoring which is
intended to address localised problems.
Is the training provided by the LGSP aligned to SAQA’s
unit standards?
Wherever possible (and wherever appropriate registered unit standards exist),
the support providers align their workshops with unit standards, thus enabling
the learners to accumulate credits towards a qualification.
Are there any incentives offered to the municipalities
participating in this programme?
Several proposals are under consideration, and municipalities will be advised
once these are formalised.
